Moldova and Ukraine share a border and a complex energy relationship that has become central to regional stability. Prime Minister Vasile Tofan arrived in Kyiv on Monday, October 26, to address these issues directly with Ukrainian leadership.

Tofan is accompanied by three senior ministers: Vladimir Bolea, the infrastructure and regional development minister; Anatolie Nosatîi, the defense minister; and Dorin Junghietu, the energy minister. The delegation will meet with Ukrainian Prime Minister Serhii Koretskyi, President Volodymyr Zelenskyy, and Ruslan Stefanchuk, the chairman of the Verkhovna Rada.

The primary economic goal is to finalize a deal for Moldova to purchase natural gas from Ukraine. Tofan stated on October 12 that his government is considering buying Ukrainian gas to meet domestic needs. He confirmed that this specific transaction is a top priority for the current visit.

The two prime ministers will also discuss the economic and trade cooperation framework between the two countries. Their agenda includes a joint session at the Kyiv International Economic Forum, an event focused on investment opportunities. This forum provides a venue to discuss broader market access and trade logistics beyond the immediate gas agreement.

Energy planning has been a consistent theme in recent weeks. On October 14, Ukrainian Energy Minister Denys Shmyhal met with Tofan to review winter preparations and common sector challenges. That meeting laid the groundwork for the detailed negotiations now taking place in Kyiv.

Beyond energy, the talks will cover regional security and the respective paths of Moldova and Ukraine toward European Union membership. Both governments are working to synchronize their alignment with EU standards. This coordination is intended to strengthen their negotiating positions as candidate countries.

Moldovan President Maia Sandu indicated that her country is prepared to accept new refugees from Ukraine if the humanitarian situation worsens. This readiness provides a social safety net that supports the political and economic ties the ministers are currently negotiating.
